EDITORS' STATEMENT - ISSUE 8


The Editors of the International Journal of Communications Law and Policy are happy to present Issue 8. We are delighted to have papers by Charles Li, LLM candidate at Law Faculty, University of Ottawa; Boris Rotenberg, Ph.D. Candidate, European University Institute, Florence; Pascal Schumacher, Researcher ITM Münster; Christina Spyrelli, Office of Telecommunications (Oftel); Stuart Weinstein, Senior Lecturer, Centre for International Law, University of Hertfordshire; Yun Zhao, Lecturer, City University of Hong Kong. Conference review by Professor Liching Sung, Assistant Professor at Virginia Tech. Book review by Shyamkrishna Balganesh, University of Oxford.

In addition we are happy to present conference papers and eGovernment projects discussed at the European eGovernment Conference for 2003 (organized by the European Commission and the Italian Presidency),Villa Erba, Como, 7-8 July 2003. We are including this special section devoted to “eGovernment” in Issue 8 due to the great importance of the European eGovernment Conference. This may be the most significant event in Europe on eGovernment. Participants discussed "how technology can help to provide more inclusive and personalized services and increase the productivity and accountability of public administrations". The conference identified three main topics: the “role of eGovernment for European competitiveness”; the “goal of a better life for European citizens”; and “Central and Local Government eCooperation”. Furthermore, pursuant to the European Commission and the European Council's intent to encourage the development of eGovernment in Europe by showcasing the current best practices and the practical advantages they offer, some 66 providers of on-line services (from a field of nearly 360 proposals) were selected by a team of independent experts and invited to exhibit. The most outstanding examples of best practice in this field have received the "eEurope Award for Innovation in eGovernment" and we have selected some of them for publication (see the conference web site). We are delighted to have conference papers by
