Comments on the joint position of German public service broadcasters on the European Commission's Green Paper on Radio Spectrum Policy

Abstract

In December 1998, the European Commission issued its "Green Paper on Radio Spectrum Policy in the context of European Community Policies such as telecommunications, broadcasting, transport and research and development". The Green Paper refers to an issue that is of major importance for broadcasters both as providers of content and as operators of terrestrial broadcasting transmitting networks. The author,being a representative of Germany's largest public broadcaster WDR, comments on this initiative.
