Abstract
The paper reviews the situation that has arisen relating to the need for emergency responders (persons who respond to emergency situations) to be able to communicate one with the other. The author discusses a three step process by which interoperability can be achieved, and then discusses thoroughly how the processes have worked in both the US and Europe. The article outlines a method by which the US can achieve its goals in relation to interoperability ahead of the schedule the F.C.C. has set for its achievement.
