Abstract


Telecommunications liberalization is well underway around the world. It seemed unimaginable to bring competition to the telecommunications industry even twenty years ago. The Uruguay Round negotiation of the WTO successfully set the issue of liberalization on the agenda. However, in view of the rapid development in the industry, it is necessary to further negotiate certain areas for further liberalization. Moreover, some provisions have been criticized as being too vague for implementation. Accordingly, the present paper examines the possible areas for further liberalization in the Doha Round of negotiations and singles out relevant provisions and terms for further clarification.
