European and American Consumer Protection Policy and Remedy Conflicts on the Internet and a Possible Solution

Abstract
International conflicts are inevitable as more nations shift their economies in this Information Age. As this occurs, Internet governance becomes more difficult. This paper addresses the conflicting United States and European Union policies with regard to Internet consumer protection. As one can see, United States policy mainly protects business interests from cyber-crime. In contrast, the European Union hyper-balances consumer and business interests. This paper advocates the convergence of both policies in order to create a more workable governing regime - a governmentally-enforced, self-regulatory system that will protect consumers from harmful Internet commercial activity.
