Abstract
The paper presents comments on US trends in the use of auctions to allocate electromagnetic spectrum. The author advocates auctions of fixed term leases instead of the present system of auctioning licenses with a renewal expectancy. He also advocates noncommercial and government users pay market value lease fees for their use of the spectrum.
